Giuliani ended a visit to Bishop Loughlin Memorial High School in Brooklyn, the crucible of discipline that shaped his world view and helped propel him into public life more than 30 years ago, he reflected on the changes in manners, mores and standards that have transformed the New York he once knew. Surveying a city in which the consuming educational debates centered on multiculturalism and condoms, the pressing public fear was collapse of order in the streets, and a million residents swelled the welfare rolls, he said, "I think one of the things that happened to us is we became so arrogant that we believed we could reconstruct everything."

The annual Renaissance weekend at Hilton Head, S.C., may be a tonic for the Clintons, but it has turned into a degrading spectacle for a number of journalists. In order to be invited, they agree not to reveal what they learn from the President, the First Lady or Administration officials during seminars that deal with politics, public policy and a wide array of personal and societal issues. There have always been off-the-record social events and confidential briefings in Washington. But this contractual abandonment of professional obligation represents a particularly virulent strain of the Washington insider virus.

Overruling the exchange's governors, the Securities and Exchange Commission said today that the American Exchange could not prevent Beatrice J. eins from becoming a member.

'Significant' Announcement To Be Made Today by MCI

The MCI Communications Corporation said today that it would make a "significant" announcement on Tuesday. Company spokesmen said it would relate to published reports that it was planning to spend $1 billion to build local telephone networks. Last week, analysts speculated that the nation's No. 2 long-distance telephone service provider would announce a plan that could reduce the billions of dollars a year it pays local phone companies to connect its long-distance calls. They said MCI would build its own local phone networks to bypass the local phone exchanges, operated primarily by the nation's seven regional Bell companies.

GREAT WESTERN FINANCIAL TO CLOSE 57 BRANCHES

The Great Western Financial Corporation said yesterday that it would close 57 branches as a result of last month's acquisition of 119 branches and $4.1 billion in deposits of the failed HomeFed Bank of San Diego. Great Western acquired the HomeFed branches for $151.2 million from the Resolution Trust Corporation. Great Western, based in Chatsworth, Calif., plans to close 48 HomeFed offices and transfer the accounts into existing Great Western offices. It has already closed 13 HomeFed branches.

ALLIED PRODUCTS COMPLETES FARM-EQUIPMENT UNIT SALE

The Allied Products Corporation said yesterday that it had concluded the sale of its White-New Idea Farm Equipment division to the AGCO Corporation of Norcross, Ga., for $53 million in cash. White-New Idea, based in Coldwater, Ohio, makes and markets agricultural implements, including planters, hay tools, material handling and tillage equipment. Allied, based in Chicago, said it had used part of the proceeds to retire senior secured debt. Allied's shares rose $1.625 yesterday, to $14.125, on New York Stock Exchange, where its 13 percent gain was the third best of the day. Shares of AGCO fell 37.5 cents, to $33.75, in Nasdaq trading.

TORCHMARK UNIT GAINS $22 MILLION IN OIL AND GAS DEAL

A unit of the Torchmark Corporation of Birmingham, Ala., said yesterday that a sale of offshore oil and gas assets in the Gulf of Mexico resulted in a pretax gain of $22 million. The unit, Torch Energy Advisers Inc., said it had sold 11 blocks of oil and gas properties with 128 producing wells, 23 support structures and other production works including pipelines and gas plants for $106 million. The sale to Norcen Energy Resources Ltd. of Canada was completed on Thursday.

S.A.S. SIGNS $359 MILLION LEASE-BACK DEAL ON 6 PLANES

Scandinavian Airlines System said yesterday that it had signed agreements to sell and then lease back six Boeing 767's for 3 billion Swedish kronor, or about $359 million. S.A.S. said it would retain the aircraft in its fleet under five-year operational lease agreements with the buyer. The airline declined to say who had bought the planes, which are all about three years old, but said the lease terms were favorable.

Big Board Seat: $740,000

A seat on the New York Stock Exchange was sold yesterday for $740,000, the exchange said. The seat that was sold does not have the right to trade options. The price was $215,000 higher than the most recent sale of a seat of this kind, which occurred on June 2, 1989. The buyer and seller were not identified.

Cold Forecast for Florida Pushes Orange Juice Up 8%

Orange juice futures jumped 8 percent yesterday, the largest single-day gain in more than two years, on forecasts for a crop-damaging freeze in Florida. Gains in orange juice and crude oil led the Commodity Research Bureau's index of 21 commodities to its highest level in three years. The index, a gauge for inflation, was a point higher at 227.34.
