LEAD: The Koppers Company said that it had agreed to sell its environmental resources subsidiary in its first divestiture since it was acquired in June by Beazer P.L.C. of Britain for $1.8 billion. Terms were not disclosed on the sale of Keystone Environmental Resources Inc., based in Monroeville, Pa., to the Pittsburgh-based Chester Engineers Inc.
