Federal District Court Judge Robert W Warren denies motion to vacate preliminary injunction that has kept The Progressive magazine from publishing article about hydrogen bomb; takes unusual step of having his written opinion, explaining reasons for his decision, sealed from public; magazine managing editor Samuel H Day says ruling will be appealed; attorneys for ACLU, who are representing Day and magazine editor Erwin Knoll, say they will ask US Court of Appeals for 7th Circuit in Chicago to expedite its hearing on case, which is now scheduled for Sept 10 (S)
