Portuguese Socialist party resigns from Govt, July 11, giving as reason the mil take-over of Socialist-controlled newspaper Republica; Mario Soares, Socialist party Sec Gen and Govt Min Without Portfolio, and Francisco Salgado Zenha, Justice Min, resign with number of deputy mins; it is not clear if 2 mins who are members of Centrist Popular Dem party, which also condemned mil newspaper as antidemocratic, will follow Socialists; Socialist party issues statement accusing Pres Francisco da Costa Gomes and High Council of Revolution of not carrying out promises and decisions they had made to return paper to Socialist hands; statement says that men will not return to Govt unless word of Pres is confirmed and decision of council is carried out; Socialists had several times threatened in last few wks to resign over newspaper issue but hesitated because of advantages resignation would give to Communists; Socialist spokesmen predict impact resignation will have on Portuguese residents and on Portugal's chances of obtaining Western financial help to meet econ crisis; conflict between increasingly radicalized mil rule and country's moderate pol groups became open break after armed forces announced plan to govern with aid of popular assemblies, which would exclude pol parties; Communist party's campaign against plan described; Republica appears on newstands with assertion that it now represents interests of Portuguese people; Socialists make plans to publish morning newspaper; illus (L)
