Charles Kuralt and Bill Moyers lend something like a moral presence to their work; we are not necessarily interested in what they talk about, although we tend to be partial to them. ''Crossroads'' is an exercise in personal journalism.

In response to the Soviet invitation to negotiate in Vienna, the Administration may seek a ban on anti-satellite weapons, or ASAT's, that could destroy satellites in high-altitude orbits, while permitting low-altitude ASAT's. If so, it could well miss a golden opportunity to improve American security through a ban on all tests of space weapons.
