Environmental Protection Agency Admr Ruckelshaus says there is no substantive reason for classifying as top secret a recommendation he made to a Pres com on Amchitka Is blast; recommendations and comments were made in lr to Under Sec Irwin, chmn of com apptd by Nixon to rev underground test program; com, on July 17, transmitted to Nixon a top secret rept on Cannikin; attached to rept were several other documents, including lrs from Ruckelshaus and R E Train, chmn of White House Council on Environmental Quality; it is rumored these 2 recommended canceling test because of possible environmental damage; their lrs recd top secret classification because they were attached to classified material; Ruckelshaus, under Clean Air Act of '70, is required by law to comment publicly in writing on environmental impact of any proposed Fed project; has not made such public comment on Cannikin
