LEAD: The Washington investors, Steven M. Rales and Mitchell P. Rales, demanded a list of all of the shareholders of Interco Inc. The Rales brothers have offered to acquire Interco, the nation's biggest manufacturer of furniture and men's shoes, for $64 a share, or $2.1 billion. In a letter to Interco dated Tuesday, contained in a Securities and Exchange Commission filing, the Rales brothers said that the purpose of their demand is to communicate directly with the company's shareholders.
